NEW! Sample Policy Document - The Law Enforcement Equipment Permanent Working Group (PWG) is pleased to be able to provide this Federal Controlled Equipment Sample Policy ("Sample Policy") for use by state and local law enforcement agencies to assist their efforts in complying with the recommendations pursuant to Executive Order 13688 ("Recommendations").
It must be emphasized, however, that this document is intended to serve only as a guide, and to provide some information that an LEA should consider as it determines how to comply with the Recommendations. As indicated in footnote 1 of the Sample Policy, it is strongly recommended that law enforcement agencies use this Code only as a starting point for developing effective controlled equipment policies. The Sample Policy is not exhaustive or exclusive, and additional language may be necessary to provide sufficient guidance. Law enforcement agencies should not adopt the Sample Policy, in part or in whole, without first engaging in a process that considers the unique aspects of the agency and the community that the agency serves. Nothing in the Sample Policy is intended to create any legal right, benefit, trust, or responsibility, whether substantive or procedural, enforceable at law or equity by any party against the United States, its departments, agencies, instrumentalities, entities, officers, employees, or agents, or any person.
NEW! The Permanent Working Group (PWG) has released a document entitled "Enhanced Criteria for Institutions of Higher Education (IHE) Applicants". This document is intended to guide those applicants from an Institution of Higher Education that may be applying for federal resources through any of the participating member agencies of the Permanent Working Group.

The Bureau of Justice Assistance has released new programmatic implementation guidance for controlled equipment requested under the Justice Assistance Grant (JAG) for Fiscal Years 2015 and forward. Controlled Equipment StandardsIn order to assist jurisdictions with meeting the requirements for acquiring controlled equipment, the Permanent Working Group and the Bureau of Justice Assistance released a proposal to define and develop the General Policing Standards and the Specific Controlled Equipment Standards outlined in the report recommendations. Attached is a link to the product developed by an expert panel convened by the International Association of Chiefs of Police (IACP), the National Tactical Officers Association (NTOA), and the Commission on Accreditation for Law Enforcement Agencies (CALEA). Recipients of federal equipment programs are encouraged to review these principles to ensure that they are present their individual agency policies and training programs. BJA Announces Law Enforcement Equipment Permanent Working Group Consultation
The Law Enforcement Equipment Permanent Working Group will be conducting Tribal consultation on the scope and specifics of the recommendations noted in the report on Federal Support for Local Law Enforcement Equipment Acquisition. The Consultation will take place on October 21st at the National Congress of American Indians (NCAI) Annual Convention. A second listening session will also occur on October 25th at the International Chiefs of Police (IACP) conference. In addition, the Permanent Working Group will accept written comments until close of business (5:00 pm) Eastern time on November 23rd at the following email: LawEnfEquipment@usdoj.gov.
